This is the FRAMES solution for SMEs and organizations needing to keep the costs down as much as possible.

The content files can be updated by a designated web administrator in your organization and uploaded to the server any time.

What you see on your screen is really made up of 3 panes: top - title and graphic banner, bottom left - link menu, bottom right - the file that can be updated by a website administrator and uploaded to the server.

What appears in the bottom right (where this is) is totally under your control and as long as you don't mess with the other files, everything will be ok.

Your administrator can even insert pictures anywhere you want (provided you know how).

You can write a newsletter and just copy and paste it here. Or you can generate a whole page using FrontPage Express, Netscape Composer (I think that is what they call it - it is free and comes with the Netscape browser, or even MS-Word.) I would recommend Netscape because the other two options may create a page that is not Netscape-browser-friendly.

If you want to keep the design intact and just let them update the content - for instance on this page, just let them update the small font text and keep the title "introduction" intact, then you can just put that in with the top frame file (top.html).

Without getting into cgi's, I think this is probably the cheapest solution, though it has its dangers because if they uploaded to or deleted the wrong file on the server, then the web site will be messed up.
